CGIAR is partnering with AGNES (African Group of Negotiators Experts Support) to raise awareness of the transboundary, cascading effects of climate change in the Horn of Africa, and to support countries in the region with developing innovative climate finance proposals to meet their NDC commitments.
AGNES, a non-profit think tank made up of African experts, has been providing scientific expertise and evidence-based technical support to governments and the Africa Group of Negotiators (AGN), meeting their mandate of developing, and institutionalizing climate change policy since 2015.
Climate Resilience Initiative
This partnership complements the work of the CGIAR Climate Resilience Initiative, or ClimBer, which focuses on enhancing the climate adaptability and resilience of food, water, and land systems in low and middle-income countries. This is achieved by reducing risks, strengthening climate security, providing technical support to policy makers, and facilitating ‘governance for resilience’ at all levels. ClimBer also includes two cross-cutting initiatives: scaling climate finance for systems-level change and promoting social equity through the meaningful participation of marginalized groups.
Climate finance in particular will be key to AGNES and CGIAR’s collaborative work. ClimBer plans to ensure that at least $30 million USD in climate finance is made available to its partners, particularly those from marginalized groups in the climate sensitive sectors of agriculture and food security, water resources, disaster risk reduction, renewable energy, gender equality and inclusiveness, and built environment. The goal is to build adaptation and enhance resilience in the highly vulnerable African countries by making adaptation financing from multiple sources available to support innovations that transform food systems at the national level and increase farmers’ access to finance at the local level. Climber through its cross-cutting theme on Climate finance, and using CGIAR’s accreditation to the GCF will look to develop a project proposal to bring climate finance as an instrument to resolving transboundary climate change risks, and guaranteeing climate security.
Through ClimBer, CGIAR will provide countries with a variety of tools, including climate-smart agriculture investment plans, hazard mapping, planning methodologies, and IMPACT modeling. With these tools, countries can identify potential investments in their NDCs and create strong, evidence-based climate financing proposals. The CGIAR-AGNES partnership will work with countries in the Horn of Africa to conduct situational analyses assessing regional climate risks, the policy and enabling environments, their NDCs, and regional development agreements.
NDC Delivery Lab Consultative Approach
AGNES and CGIAR are reaching local, national and regional stakeholders through the NDC Delivery Lab consultative approach. The NDC delivery lab uses a multi-stakeholder platform to translate and unpack NDCs, into high-impact investments, delivery plans, and concrete climate action. The NDC delivery Lab Calls on youth and women in the Horn of Africa to share their proposals for scalable, innovative solutions that enhance local climate resilience and adaptation. AGNES and CGIAR will work with NDC Delivery Lab stakeholders to develop strong Green Climate Fund Proposals based on these innovative solutions. The NDC Delivery Lab will also provide a place for national, regional, and community stakeholders to provide input and consult. This work will count on support from the Global Green Growth Institute.
